The bundle deal I am trying to buy is not discounting the second item. Why not?

If you are trying to take advantage of a bundle deal (for example Get 20% Off a PowaKaddy Golf Bag when purchased with any PowaKaddy Trolley), you may need to check that the bag is not already reduced.  The bundle deals are only applicable to items that have not already been reduced.
